Gladys Dutrieuille, Chairman & Commissioner
PA Public Utility Commissioner
Gladys Brown Dutrieuille is now serving her second term as a Commissioner for the Public Utility Commission, after being nominated by Gov. Tom Wolf on Feb. 13, 2018, and unanimously confirmed by the Pennsylvania Senate on April 17, 2018. Her term expires April 1, 2023. She began her service at the PUC in 2013, and was first appointed as Chairman of the Commission in 2015. On April 15, 2019, Gov. Tom Wolf reappointed her as Chairman. Chairman Dutrieuille has pledged to use the same fair and balanced approach in dealing with PUC issues that she used in her more than 22 years as an aide in the Pennsylvania Senate. She highlighted the importance of the Commissions work to educate consumers, enhance the safety and reliability of utility services and explore innovations for the future.

Scott has been a partner at TriStarr for over 22 years, where oversees the day-to-day operations of the Staffing and Professional / Direct Hire Recruiting divisions of the business. Scott provides consulting to clients specifically in Personality & Behavioral Assessments in selection and team dynamics. He also provides consulting services to non-profit organizations’ search committees for Executive Director, President and other senior leadership positions. Being active day to day with a wide variety of clients who turn to TriStarr for help recruiting, he has a unique and up-to-date pulse of the current state of the workforce. Scott is an active member of the Lancaster County community, having served on several boards and serving currently on the Board of Trustees of the Lancaster Chamber of Commerce and Industry as well as Board Chair of the Lancaster Cleft Palate Clinic. He lives in Lancaster with his wife, Laura and has three children, two daughters; 27 and 24 (and off the payroll!!), and son, 20 – in college.

Aaysha Noor is the Head of Diversity & Inclusion at The GIANT Company where she is responsible for strategizing diversity and inclusion initiatives to build a culture of inclusion and belonging across all aspects of organizational work and also support communities in an equitable way.
A social and racial justice advocate and passionate about women empowerment, eliminating racism, and facilitating equity and inclusion she serves on many boards and committees and continue to lift up historically marginalized voices.
As a servant leader passionately serving the community, Aaysha has received numerous awards acknowledging her work.
Jesse McCree is the CEO of SCPa Works, the regional workforce development board whose mission is to unlock the human talent that drives the development of businesses and individuals, creating opportunity for growth and prosperity for the South Central PA region. Under Jesse's leadership, SCPa Works invests over $17M of public funds, annually supporting a labor force of over 740,000 people. SCPa Works invests in, evaluates, and advances high impact workforce development programs, training centers, and policies that drive our regional economic growth by connecting the needs of business and job seekers. He is currently enrolled in Harvard Kennedy School's Executive Education program for nonprofit leadership, and serves on numerous boards of community organizations such as the PA Workforce Development Association, Coalition for Adult Basic Education (COABE) and U.S. Conference of Mayors Workforce Development Council.
